II.2. SOCIO-ECONOMIC VULNERABILITY TO HEAT WAVES

Social and economic processes on the territory as well as governance issues are the important factors influencing population’s vulnerability to climate change. They cause an uneven sensitivity to risk and create inequalities in access by different groups of people to the possibilities of adaptation to climate change. The adaptation capabilities of the population depend on the scope of the resources, the access to energy sources, access to housing and employment, which in turn will differ by class, gender, ethnicity, age group, disability, immigration status, health status, established social networks and modes of social interaction. (Wisner et al., 2003)
